Properties of the low-energy electromagnetic dipole states in even–even 154-160Gd isotopes have been studied within rotational, transitional and Galilean invariant Quasiparticle Random Phase approximation (QRPA) method. It has been shown that the main part of spin-1 states, observed at energy 2 \div 4 MeV in 154-160Gd may have M1 character and may be interpreted as the main fragments of the scissors mode. The calculations indicate the presence of a few prominent negative parity K\pi = 1- states in 2 \div 4 MeV energy interval in 154-160Gd.
