Observed high spin states in 30Zn and 66Dy isotopes with two protons outside the closed shells at Z=28 and Z=64, respectively, are discussed and compared with cranked Nilsson--Strutinsky calculations. Bands terminating at higher and higher spin values are formed from successive proton excitations across these shells. These bands show very different features depending on the number of excited particles. Very good agreement with experiment is obtained. Special emphasis is put on the formation of M1-bands in configurations with one hole in the Z=64 core.
